In 1990, the Children’s Television Act was launched to lower the number of ads that a network could direct toward children during cartoons. This was the beginning of the demise of cartoons on network television that would culminate with the Telecommunications Act of 1996, which substantially regulates children’s television. This would impact network programming throughout the 2000s, but before that, the networks gave kids an explosion of new original content.
Some of the most memorable original content could be found on Kids’ WB. Let’s take a look at the network’s seven best ’90s cartoons!
Men in Black: The Series

Men in Black: The Series starred the characters from the first movie, J and K, as they deal with the daily struggles of ensuring the safety of Earth from aliens. It ran for 4 seasons with 53 episodes and, like the movies, was based on a comic with the same name published by Malibu Comics.
The show is set in an alternate timeline from the Men in Black movies. K has not retired, and J is still a rookie being shown the ropes. L from the first movie is in the show as well, first in the lab and later as an agent. The rest of the MiB is in the show as well, including Frank the Pug, the worms, Zed, etc.
The Kids’ WB show maintains the humor and action of the movies but expands on the universe. The show created aliens that would later make cameos in the films and also harkens back to plots and characters from the first film, such as the bugs.
